Message	I've never had to use the spanner wrench. If you get get both front wheels of the ground, then the springs should be under no load and it is easy to spin once you loosen the hex. :threads. :use and allen key to loosen the collar and you might be able to use your hand to twist it, but most likely you will need a spanno or some belt wrench to twist it.
